Open\ndata contributes at the same time to research transparency and reuse of data\nand methods, promoting collaboration and return on investments. In this sense,\nthe priority lines of action of the SciELO Program<sup>1<\/sup> foresee for the coming years to\nrealign the program, indexed journals, and the research it communicates.\nHowever, the successfulness of journals in the fast and efficient adoption of\nopen science will depend on other research bodies and actors \u2013 funding\nagencies, universities and research institutions, scientific societies,\nresearch groups, and researchers. The countries of the SciELO Network are\nprogressively promoting the adoption of open science, particularly the sharing\nof research data. In November 2019, the Network of Scientific Data Repositories\nof the State of S\u00e3o Paulo, formed by eight universities and research\ninstitutions, was launched at FAPESP.<sup>2,3<\/sup> It is a movement that is progressively\nbeing globalized. In January 2020, leaders of eight university networks from\nAfrica, Australia, Japan, the United States, Europe, and Japan gathered at the\nInternational Research Data Rights Summit at <em>Sorbonne Universit\u00e9<\/em>, and on\nthe 27th they signed the Sorbonne Declaration on Research Data Rights<sup>4<\/sup>, which is\nreproduced in this post in the original English version.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sorbonne declaration on research data rights<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">Based on the following principles:<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Knowledge derived from research benefits\nsociety.<\/li><li>The value of research data lies on\nits integrity, upon which the public trust in new knowledge is\nfounded.<\/li><li>Providing access to and openly\nsharing data enable the development of new knowledge, accelerates discoveries\nfor the benefit of society and economic development.<\/li><li>Research data should, as much as\npossible be shared openly and reused, without compromising national security,\ninstitutional autonomy, privacy, indigenous rights and the protection of\nintellectual property.<\/li><li>The academic community is integral to\nidentifying the complex conditions for sharing and reuse.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">We, research university networks, commit to:<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Encouraging our universities and\ntheir researchers to share data as much as possible.<\/li><li>Supporting our universities and their\nresearchers in making their data findable, accessible, interoperable and\nreusable (FAIR).<\/li><li>Promoting data curation and sharing\nand the development of data management plans as a standard part of the research\nprocess.<\/li><li>Engaging institutions in the\ndevelopment of appropriate recognition for researchers who make their data FAIR\nand share it with appropriate open data licenses.<\/li><li>Advocating that these principles be\nintegrated into institutional research data policies.<\/li><li>Encouraging our universities in\nsetting up training and skills development programs that create an environment\nto promote open research data management.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">We call on the global scholarly and research community to join us in:<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Building an environment that supports\nthe global sharing of research data, based on the aforementioned principles.<\/li><li>Building interoperable instruments\nand appropriate data repositories to share research data as much as possible.<\/li><li>Ensuring that peer-reviewed\npublications are supported by the necessary FAIR data sets as research findings\nmust be accessible, verifiable and replicable.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">We ask, in order to deliver on these commitments, that:<\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Funding agencies consider the\nmanagement of research data as fully eligible activity for funding and increase\nresearch funding accordingly to reflect the full cost of making research data\navailable.<\/li><li>National governments provide\nresources to enable data curation and sharing activities to be developed and\nsustained<\/li><li>National jurisdictions develop\nconsistent policies and guidance that embody the aforementioned principles and\nprovide an accurate framework to support their implementation by universities\nand research institutions.<\/li><li>Such laws, policies and guidance\navoid a \u201clock-in\u201d effect from commercial platforms and data services to ensure\nthe openness and the reusability of research data.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">The signatories<\/h4>\n\n\n\n<p>Association of American Universities<br> African Research Universities Alliance<br> Coordination of French Research-Intensive Universities<br> German U15<br> League of European Research Universities<br> Research University 11<br> Russell Group<br> The Group of Eight<br> U15 Group of Canadian Research Universities<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Notes<\/h3>\n\n\n\n<p>1.
